I think you're seeing a simple dosido that the more experienced dancers are embellishing by spinning/twirling as they dosido. At first I thought you might be referring to a Hey move but I remember this dance beig fairly simple in its pattern. I also tend to spin as I dosido to mix things up and have a little fun when it's a simple dance. If you watch carefully the women are dosido-ing in the middle and some women are following this pattern while adding their own twirl.

what is the name of the move after the /long line/forward and back/ when the 2 women go around each other in the center? Is this something like a cross-over or pass shoulders or Gypsy but with a twirl? I've never seen it before. It's cool.
